This leads me to believe that perhaps Cygwin is using the wrong compiler; the instructions are for using MinGw with Cygwin, but I never specified minigw in the process.

Covered by US Patent. Your error that the C compiler cannot produce executable is likely caused by not having a 32 bit toolchain present. I've set all the PATH paths correctly (with no spaces), and ./configure can find cl.exe (VS80), but configure terminates with the error "configure: error: C compiler cannot create executables" The 'config.log' x86_64-w64-mingw32 checking for a BSD-compatible install... /usr/bin/install -c checking whether build environment is sane...
