All the process that should be running for the browing service are turned on.   Have tried rebooting, booting into safe mode, and reinstalling the network card in device manager. ie sharing a folder in one system by right clicking the folder and giving a name. I've tried accessing shares by name and IP address and get the same error: "Windows cannot access \\main\Share. The network is not present or not started. weblink

If possible might be worth uninstalling it, rebooting and testing before reinstalling it again.   Use nmap (http://nmap.org/download.html) to view ports that are open to diagnose problem, you should see:
